摘要
This paper presents an integrated framework for the analysis of fishery conflicts, based on: (1) a typology of conflicts, and (2) a set of three fishery 'world views' (the conservation, rationalization, and social/community paradigms) reflecting the philosophical basis of fishery conflict. Together these paradigms form the corners of a 'paradigm triangle' within which differing approaches to fishery conflicts and policy problems can be analysed. Three case studies are presented to illustrate the framework of conflict analysis: the fishery property rights debate, the salmon fishery on Canada's Pacific coast and the groundfish fishery on Canada's Atlantic coast.
