Alternatives to oil are needed and coal is the most abundant fuel in America. Since long lead times are needed decisions must be made soon in the US. Both underground and surface coal mines present problems. Many of the new mining districts will be in the West from Montana to Arizona. Strip mining is opposed by those who are concerned with environmental damage, conflicts over water and urban problems. The government may have to provide incentives and new regulations. Extensive facilities for mining, transporting and burning coal must be built. This includes new strip mines, unit trains, coal-slurry pipelines, dee-water ports and new power plants. Western Europe and Japan will increase their imports. This could stimulate economic growth in many parts of the US and help the balance of payments. -Forrest McElhoe Jr
