摘要
The paper examines the power requirements of Third World countries given their growth prospects. It examines the financial implications of these requirements. It also considers the potential for better energy management together with the financial mechanisms and policies that can improve the performance of developing countries power utilities and the treatment of environmental impacts. The paper concludes that in the short to medium term there is considerable scope to practise better energy management and stresses the importance of integrated national energy planning and policy analysis.
