摘要：

In the above paper1, it was conjectured that the system performance in the up-link and down-link in a cellular radio system under optimum transmitter power control should be statistically similar. In this comment we show that the achievable signal-to-interference ratios in the up- and down-links are, in fact, identical at every instant.
