In 1989, the Dutch government resigned because of a dispute over the proposed National Environmental Policy Plan. The plan was the first attempt by a country to develop an integrated, long-term strategy for environmental protection. Now, one year after the revised plan was approved by a new government, what lessons can be learned from the history of this Dutch initiative?
