Analytic and numerical methods are used to investigate the dynamics, stability, and approach to equilibrium of a bounded, collisionless one-dimensional plasma with a fixed neutralizing ion background. A class of stationary solutions of the nonlinear Vlasov equation is found which represents minimum energy states. It is found that the quasiequilibrium state which is reached after several plasma periods is close to the Fermi distribution predicted by Lynden-Bell.
