Upper bounds are computed for the energy emitted in gravitational radiation by two black holes falling into one another from rest at a range of separations. It is shown that before the ratio of total mass to proper separation exceeds 0.759 an event horizon must have formed around both. © 1972 Royal Astronomical Society.
