Open Energy Management Systems can address utility needs more quickly, at lower cost while providing protection of investments and flexibility for future. With open systems utilities will tend to incrementally upgrade rather than completely replace their EMS systems. This paper addresses: What is an open EMS? What changes in electric utility industry are affecting control center design? How can existing systems be upgraded to an open architecture? What factors are important to open EMS designs?
