Critically reviews the conventional economic approach to the evaluation of welfare changes through the use of consumer's surplus are the compensating and equivalent variations. The authors examine the evidence that suggests that the difference in the 2 measures may differ widely and question the adequacy of the usual explanation of the variation based on income effects. -R.K.Turner
