We present high resolution inelastic neutron scattering measurements of the linewidths of crystal field transitions in Tm0.1Y0.9Ba2Cu3O6+x, which are proportional to the local magnetic response of the CuO2 planes at the transition energies, 12 to 14 meV. There is no change in the magnitude of the dynamic susceptibility going from x = 0.1 to the normal phase of x = 0.9, but a reduction with decreasing temperature starting 20K above T(c) indicates the formation of an energy gap in the spectrum of CuO2 spin excitations in the superconducting phase.
