摘要：

This paper shows that the basic insight of the "new" benefit-cost analysis-namely, that a greater quantity of natural environments should be protected than is indicated by current valuations-holds under more general conditions than previously indicated. In particular, the analysis presented here adds support to the case for protecting natural environments like tropical rain forests. The paper also clearly distinguishes between the positive and normative elements of such development/preservation decisions. © 1992.
