Important ethical issues are raised by some government efforts to influence fertility behavior. The authors identify three policies currently used by governments to intervene on fertility that have raised ethical questions-limitations on access to modern means of fertility control, incentives and disincentives, and peer pressures organized by the political apparatus. -Authors
