摘要
We argue that the problem of assessing life safety and its value has been typically mis-stated; that safety is a concept whose nature we must first determine, rather than it merely being a question of counting statistical deaths. Having determined an appropriate measure, then there are a number of methods of defining an acceptable, or optimal, level of safety. Some initial results as to the measure for, and the utility of, personal safety are discussed. © 1978.
