摘要：

Due to a number of developments, the theory and practice of domestic environmental regulation has attained considerable significance. Just as some issues have receded in importance, others have emerged to occupy much of the present center stage. This paper identifies three principal issues in domestic environmental regulation and then proceeds to survey the most important parts of the literature as they pertain to these issues. The specific issues considered are (a) the impact of uncertainty, (b) enforcement and monitoring, and (c) aspects of intertemporal analysis and the problem of dynamic inconsistency.
