摘要
The Environmental Protection Agency (EPA) develops some of the most complex, far-reaching regulations in the federal government, which require a complex internal rulemaking management system. This paper examines current reforms to this process in the context of addressing obstacles to EPA's rulemaking efforts. The study is important both to the management of one of the most expansive regulatory agencies and to rulemaking management in general. Many of the reforms discussed in this paper could be used by other rulemaking agencies to improve their regulations and management systems as well.
