ECONOMIC-POLICY REFORM IN DEVELOPING-COUNTRIES - THE ROLE AND MANAGEMENT OF POLITICAL FACTORS

Increased recognition of the role of sound economic policies in economic development has stimulated interest in the political and administrative factors that determine policy responses of different developing countries. This article provides a critical introduction to three further papers in this special section of World Development, all of which deal with political and administrative dimensions of economic policy reform. Certain common themes are isolated and addressed; these include the role of political analysis and explanation, the concept of "political will" to undertake reforms, and the importance of the implementation phase in the reform process. © 1990.
