摘要
In the following article, the authors review three problem solving strategies that have been utilized in planning for the provision of human services at the local level. These strategies include services integration, rational planning, and strategic planning. The authors describe and evaluate the assumptions on which these strategies are based and conclude that strategic planning has much to offer local communities engaged in planning for human services. In addition, the authors describe a strategic planning model designed to promote intersystems planning for human services.
