The analytical equations for the scattering of electromagnetic (EM) waves from an infinitely long cylinder of arbitrary radius and refractive index at oblique incidence are programmed in FORTRAN. The calculated quantities include the scattering coefficients, the scattering amplitudes and intensities, cross sections for scattering and extinction, and the Mueller scattering matrix elements (S(ij)). The range of the input parameters (radius, refractive index, and the tilt angle) are discussed and it is expected that the program gives reliable results provided that the size parameter of the cylinder is not too small (k0a greater-than-or-equal-to 0.05).
