This report describes the results of an extensive set of experiments, conducted at RAND, concerned with evaluating the effectiveness of the Delphi procedures for formulating group judgements. The study represents a small beginning in the field of research that could be called ‘opinion technology’, and is of direct relevance for the use of experts as advisers in decision making, especially in areas of broad or long-range policy formulation. © 1969, IPC Business Press Limited.
