In the regime of (2 + 1)-dimensional QED where the electromagnetic coupling e2/4-pi is small compared to the electron mass, it is found that a quantum of magnetic flux localized at a point is observable through its interactions with low-energy electrons, since there is a point charge -e/2 bound to the flux. This may be viewed as a failure of decoupling: A unit point flux, although it has no direct influence on free electrons of any finite energy, nevertheless polarizes the electron vacuum so as to reveal itself.
