自然资源禀赋与区域发展:“资源福音”还是“资源诅咒”?

摘要：

经济发展的历史和现实表明,富饶的自然资源是一笔财富,是经济增长的"福音",然而,并非所有的经济体都能够运用自然资源走上持续繁荣的道路,有时自然资源丰富的区域的经济增长绩效明显不如自然资源稀缺的区域,导致令人困惑的"资源诅咒"现象的产生。对于一个具有丰富的自然资源禀赋的国家来说,无论是"资源福音"、"资源诅咒"效应的发生,都是有前提的,这完全取决于该国的制度质量的高低。
