The People's Republic of China (PRC) has substantial potential of renewable energy (RE) resources and has embarked on various programs to expand the use of these resources. As a result, the country has made progress in the deployment of various RE technologies based on biomass, solar and wind energy. Further utilization of RE in the PRC would depend on the degree of commercialization of these technologies. Increased use of RE technologies, especially bioenergy, is one of the most promising options for greenhouse gas (GHG) emission mitigation worldwide, especially in PRC, where biomass is the second largest energy source after coal, and 70 % of the rural people use it as their fuel for cooking. The purpose of this paper is to analyze the energy policy framework in the PRC, identify barriers that limit the use of modern and emerging technologies for providing new energy services using RE sources, and identify measures to overcome these barriers to the commercialization of RE technologies, including biomass. © 2002 International Energy Initiative, Inc.
