摘要：

检索了Pubmed和Embase收录的关于法国国家健康与医学研究院(INSERM)的文献,并结合其官方网站的信息,回顾了成立和发展的历史、组织结构、国际合作,并通过案例分析了其运行模式。INSERM的发展重点是信息平台、战略规划、人才培养、法律服务等公共产品的提供。上海组建医学科学院可参考IN-SERM的运行机制,引入考核和优胜劣汰机制,推进"产、学、研、医"一体化,强化人才队伍优势,注重知识产权保护与应用、生物安全与生命科学伦理建设、生物组织样本库平台与情报资源支撑等公共服务平台建设,发挥集中力量办大事的制度优势。
