摘要：

[目的/意义]用户参与对于开放政府数据的数据使用、价值实现以及可持续发展具有重要影响。[方法/过程]文章分析了开放政府数据中的用户参与及其特点,并将其分为用户知晓数据、用户使用数据、用户请求数据、用户与政府双向互动四种模式;分别对每种模式下用户参与开放政府数据的阻碍因素进行探讨,发现缺乏数据知识与技能是阻碍用户参与的主要因素;在调研美国、意大利、西班牙三国用户培训案例的基础上,为促进我国用户参与开放政府数据提出几点建议。[结果/结论]我国应重视数据人才的教育与培养、提升公民数据意识与技能、开展个性化数据指导与培训、创新反馈交流渠道。
