摘要：

文章提出了突发事件现场指挥机构的结构有序程度评价模型,利用该模型对两种指挥机构的有效性进行了比较,分析了每种指挥机构的优缺点。通过研究发现,具有较小管理跨度的、等级严密的指挥机构较适合于突发事件现场指挥的要求;此外,在突发事件现场,指挥人员对信息传递准确性的要求要高于信息传递及时性。
