摘要：

美国是非政府组织最为活跃的国家,在长期的发展过程中,美国非政府组织具有种类多、数量多、独立性高、志愿性强、资金来源多元化等鲜明的特点。值得关注的是,在美国政府与非政府组织的互动过程中,逐步形成了跨部门的合作伙伴关系。美国非政府组织在提供公共产品和服务、处理社会问题、提供大量的就业机会、监督企业社会责任、参与公共政策的制定和执行等政府管理的活动中发挥了重要的作用。美国非政府组织的成功经验对于建立我国政府与非政府合作伙伴关系具有重要的借鉴意义。
