公民参与的争辩与经验研究——十五年来海外相关研究述评

摘要
公民参与是公共行政研究者与实践者长期关注的议题之一。公民参与包含参与议题、参与者、参与程序和参与机制等四个关键元素。围绕公民参与"倡导论""怀疑论"与"平衡论"的理论争辩,已有研究在公民参与实践效果、公民参与发生机制与效果机制以及公民参与实践改善等方面积累了大量的经验研究文献。海外公民参与研究呈现出研究理论丰富化、研究方法多样化、研究问题精细化和研究指向实践化等特点和趋势,对推进中国公民参与研究发展与实践改善具有重要的启示意义。
