摘要：

[目的/意义]研究俄罗斯信息安全体系的建设及其应用,为构建具有中国特色的信息安全框架出谋划策,从而构建安全领域的人类命运共同体。[方法/过程]从法律架构、主体架构、运行架构、合作架构、人才架构等方面分析俄罗斯信息安全体系,从而提炼经验。[结果/结论]我国信息安全体系之构建,需要将信息安全体系建设提升到国家战略高度,同时完善保障信息安全法律法规体系中有关的条文、开展国际合作、加强技术自主创新、培养和保持技术人才。
