21世纪初随着信息化浪潮深入发展,世界各国对互联网的依赖程度日臻加深,信息网络的国际政治效能在全球政治、经济、军事和文化领域日益凸显,争夺网络空间优势成为国际政治权力竞争的重要内容,国际政治权力博弈已经涉足"第五空间",网络空间"一超多强"的国际政治权力格局初见端倪。各国以国家利益为核心,以网络安全为目标,围绕网络空间国际政治权力展开了激烈的博弈,主要表现为控制、威慑、干涉和合作四种模式。研究网络空间国际政治权力博弈问题,探讨中国在网络空间权力博弈中的地位与处境,对提升我国网络空间国际竞争实力,具有重要理论和现实意义。
