摘要：

欧盟共同农业政策新一轮改革已于2014年正式实施,此次改革更加重视环境友好型农业生产、直接补贴分配平衡、青年及中小农户利益等,并进一步对直接补贴的政策架构、农村政策支持的优先领域、市场机制的调控手段等进行改革和完善,从而实现可靠的粮食生产、自然资源可持续管理、平衡的区域发展3大目标,其改革方向及特性对中国农业补贴政策有一定启示。
