摘要：

目前国外学者对生态补偿效率问题的研究,涵盖了生态补偿效率标准、生态补偿效率的测度方法、有效的生态补偿工具选择与政策设计等多个方面。成本有效性和预算效率都是衡量生态补偿效率的有效标准;基于有效时空分配和预算效率、额外性以及生态补偿基线的测度方法是几种比较成形的效率测度方法;生态补偿政策工具的选择对生态补偿效率影响显著,同质性生态补偿工具通常比聚集式生态补偿工具低效;有效生态补偿政策的设计原则对于我国刚刚开展的生态补偿效率研究和实践具有现实启示意义。
