摘要：

自工业革命以来,英国社会经济高速发展使得城市化过程加速推进,各种社会问题由此产生,其中公共卫生问题尤其严峻。流行病的大规模爆发,引起人们对于疾病与公共卫生状况的关注,改变了公众的疾病与公共卫生观念,引起英国社会对公共卫生的重视。英国开始推进公共卫生立法,政府加强公共卫生管理,国家权力逐步介入公共卫生领域,公共卫生体系逐步建立。
