摘要：

目前天津农村已经形成了包括虚拟服务和实体服务在内的信息服务格局,但这一格局离新农民的真实需要还存在距离。要切实建立面向新农民的信息服务体系,天津还需要解决信息服务领域过窄的问题、信息资源和服务过于分散的问题、政府与专业化信息服务组织的职能界定问题、信息服务与农民的文化隔阂问题等。建议政府从改变信息服务管理体制和强化专业化信息服务机构入手,逐步完善农村信息服务体系。表1。图3。参考文献22。
