区域政策评价的内涵与难点

摘要：

本文在讨论区域政策评价的内涵与作用的基础上,通过分析传统的区域政策评价的古典福利方法,归纳出了五个方面的区域政策评价难点。文章认为,完善区域政策评价是完善中国区域政策的重要环节,应该通过解决五个方面的难点改革区域管理。
