摘要：

2013年年底,欧盟通过了新一轮共同农业政策(CAP)改革。本次改革对CAP进行了全面回顾,保留了CAP的两个支柱,但两个支柱的内涵发生了很大变化,两个支柱的联系大大增强。本次改革更加注重政策的统筹协调、注重兼顾公平和效率,更加注重促进农业的可持续发展,对欧盟农业农村的发展以及对整个欧盟经济社会的发展都具有重要意义。
