城市应急恢复中非政府组织的自主性研究——整体性治理视域下的解读

摘要：

城市迈向全面现代化的行进中,不可避免地遭遇突发公共事件的冲击,应急管理由此纳入城市治理体系并成为其关注的重要领域。应急恢复阶段作为一项复杂性与可持续性并存的系统工程,可视为连接当下与面向未来的关键结点,对灾后城市的发展具有重要意义。但当前聚焦于恢复阶段的研究尚不够深入,尤其是对非政府组织参与灾后恢复工作中的自主性探析更少有涉猎。因此,本文面向应急恢复阶段,基于整体性治理这一自反性认同视角对自主性进行解读,从多节点交互维度对理论框架进行扩展并提出研究假设,进而结合我国湖南冰灾实践的展现形态进行深入分析,为城市应急治理的重构与完善提供新思路。
