波动趋同、结构互补与经济一体化——国际经验及其对长株潭的借鉴意义

摘要：

本文从吸引了国际视野的几个经济一体化案例入手,考察了一体化过程中的若干重要因素,提炼出一体化成功的两个条件——波动趋同和结构互补,并分析了政府对一体化的影响。长株潭的经济运行和发展基本满足波动趋同与结构互补这两个条件,如果能够进一步做到"两个具备",即建立健全具备高度协调权限的统筹机构,完善形成具备配套升级能力的产业结构,将有助于区域经济一体化进程的推进,有助于综合配套改革的成功。
