区域创新系统失灵的典型类型及差异化创新政策

摘要：

至今,区域创新系统问题已引起国内学术界的普遍关注。但很少有文献涉足区域创新系统失灵与差异化创新政策领域。我国区域创新系统发展实践尚处于起步阶段,且区域创新系统失灵存在显著的区域差异性。因此,不存在"放之四海皆准"的无差异的区域创新政策。论文从我国区域创新系统的关键性创新障碍因素入手,分析了我国区域创新系统失灵的三种典型类型,即"组织稀薄"型、"锁定"型、"交互作用缺失"型,进而提出了基于不同问题地区的差异化创新政策。
