信任对地方政府公务员推动公众参与意愿的影响——基于计划行为理论的探索性研究

摘要
政府与民众间信任和公众参与都是公共管理领域中的重要课题,前者代表着对治理模式内部变迁动力的探究,而后者代表着对政府治理模式外在实现机制的探索。然而,现有研究却忽略了一个重要问题:政府是否相信民众,而又是否愿意推动公众参与发展?本文以上海市地方政府公务员为研究对象,在计划行为理论模型的基础上增加了信任因素,并以此来探讨政府对民众信任与地方政府公务员推动公众参与意愿之间的相互关系,以期为促进地方政府的参与式决策与协商民主的发展提供基础性的指导作用。
