In September 25,1980,the Central Committee of the Communist Party of China (CCCPC) issued Public Letter on the Control of China's Population Growth to All Communist Members and Youth League Members,and in the next day,the People's Daily published this letter with the title of "CCCPC Calls for all Communist Members and Youth League Members to Have Only One Child." Thirty years has passed since then,and the letter has exerted tremendous influence on China's fertilityrate,overall population profiles,and socioeconomic transformation. In order to commemorate such important event,this forum has invited three scholars,Cangping Wu,Mincai Zhang,and Jianmin Li,to express their understanding on the effect of the Public Letter. While different in some aspects,they share similar opinions on the following important issues. First,the implementation of one-child-per-couple policy is necessary to facilidate economic reform and opening to the outside world. Second,due to its overemphasis on the role of population in socioeconomic development,while neglect of the feed-back effect of the latter on population,new issues and problems associated with the low fertility rate have emerged. Third,China has to face,examine and understand these new issues from the perspectives of dialectical materialism and historical materialism,and scientific development. Finally,these problems can be solved as long as the government is determined to follow the path of comprehensively solving population issues,building population-balanced and human-oriented society.
