摘要：

在香港,生态影响评价是近20年发展起来的,目前生态影响评价已演变成相当复杂、要求相当高的研究项目.但是大部分已经完成的生态影响评价研究都是为某一发展计划而开展的,目标主要是寻找缓解措施.通常避免生态影响的措施如改变选址,规划设计,路线等都不易实行,而弥补措施如重建受破坏的生境又会受工地条件的限制.另外,以区域性评价对一些稀有或不常见的生境和物种的累积影响也不易实行,战略性生态评价正好提供了去弥补以发展计划为主的生态影响评价的不足.目前香港的一些大型战略性规划和运输研究都已包括了战略性生态评价,显示出在生态评价中的进步.
