With the exploration of the contradictory views on the infinity of information and the limit of information resources,this paper gives a concept based analysis on the scarcity of information resources from the characters of economic resources and the definition of information resources.Furthermore,from the angle of the value of information resources,this paper also tells the differences between the scarcity of information resources and that of material resources.
