摘要：

本文介绍了美国标准与技术研究院的整体评价框架与逻辑模型,重点分析了其下属实验室的同行评议实践与内部项目的经济影响评估方法,并结合中国高技术研究机构评价中面临的问题,在借鉴NIST实验室评价内容与方法的基础上,对以满足国家需求为主的高技术研究机构如何评价进行了思考。
