城市社区建设中政府与非政府组织互动关系的建立和演变 对华爱社和尚思社区中心的个案研究

Nongovernmental participation is not only one of the key factors to the emergence and establishment of the “small government and large society” structure but also one important variable responsible for the sustained development of city communities. As the leading force in city community building, governments at all levels need to make significant changes, especially in their interactive relationships with non-governmental organizations. The alteration of the hierarchical nature in the government-nongovernmental relationship in the direction toward an interactive relationship with reserved autonomy will undoubtedly open up broader space for community building and see sprouting of “large society.”
