摘要：

中国农业生产与生态环境保护之间的矛盾日益突出,亟须建立一套行之有效的农业生态补偿政策体系,来激励农业生态服务供给、降低农业生产对生态环境的负外部性。国际上针对农业生态补偿进行了大量有益实践,值得中国研究和借鉴。本研究在大量文献和政策资料的基础上,总结了国际农业生态服务的类型,分析了农业生态补偿政策的执行机制,包括补偿对象、补偿标准、价格机制和执行部门设置等关键环节。并进一步比较了农业生态补偿政策与其他农业生态保护政策的特点以及适用的领域,认为农业生态补偿政策在执行成本、政策可行性以及收入分配公平性上具有显著的比较优势。在此基础上,总结了国际经验对中国农业生态环境政策的启示。
