摘要：

本文以法国高师集团"高校共同体"改革为例,采用政策文本分析、参与式观察和访谈等方法,从政策转变的视角,探究法国为建设世界前十位一流大学,在改革机制、法律保障、财政引导、新治理模式以及学科课程等方面的改革与实践探索。揭示了法国高等教育改革如何逐步打破制度藩篱,实现政策革新,从而创建世界一流大学,提升国际竞争力的策略,以期为我国"双一流"建设提供启示。
