摘要：

为应对北极气候变化带来的挑战和机遇,奥巴马政府于2013年5月发布了《北极地区的国家战略》,推出了美国全新的北极政策。奥巴马政府的北极政策致力于维护美国的安全利益、做负责任的北极守护者以及提升北极事务的国际合作水平。其北极政策具有鲜明的时代特点,势必会对美国未来的北极行动和北极治理产生重大影响。
