非洲发展中以民为本的理念与战略思考

摘要：

虽然历经多次民主化浪潮的洗礼,非洲发展中以民为本的理念与战略仍是长期未能解决的难题。为实现非洲在经济、政治、管理与发展导向方面实现根本性转变,需要制定新的非洲发展战略图——"非洲日程"。但它的实施目前仍停留在政治精英层面,且他们在思想上尚缺乏认识上的高度统一,尤其缺乏市民社会的广泛参与。因此,非洲以民为本发展理念与战略的实现,尚待时日。
