摘要：

语言能力研究和提升是当前国际科学和我国经济社会发展的迫切需要,如何界定语言能力学界存在很大争议。文章首先对几种影响较大的语言能力理论进行综述分析,提出科学的语言能力理论应当具备的特点,并在此基础上尝试勾画了"机能——素质——技能"三层语言能力模型,指出语言能力研究和提升中学界应当关注的要点和注意的问题。
