摘要：

本文提出四个问题:什么是政策网络?政策网络什么时候会成功?政策网络什么时候会失败?我们如何管理政策网络?本文继而讨论用以界定网络的三个特征,即信任、外交(diplomacy)和互惠,并对何时建立网络提出十条经验以及网络管理的十条戒律。本文特别关注网络治理规则,即组合的管理、多只手问题、对协调的追求以及地方所有权。最后,本文提出成功网络管理的五项合理推论。
